[Asrg] RFC 3934 warning to "Claus v. Wolfhausen"

aRFC 3934 describes the management of IETF Mailing Lists.  It gives the
group chair the authority in unusual situations to suspend, after
suitable warnings, the posting privileges of people who engage in
disruptive behavior.

This is a public warning to the person who posts as "Claus
v. Wolfhausen" that personal attacks and ridicule, such as the excerpt
quoted below, have no place in the ASRG or any other IETF/IRTF mailing
list.  If they do not cease immediately, suspension of posting
privileges or other appropriate action may follow.
