On both my home and office feeds of this mailing list, some of John's
messages have MIME-Version headers, and some do not.

Mail addressed directly to me goes into my mailbox and I reply with Pine,
which adds MIME headers.  Mail to the list goes into a local newsgroup and
I reply with Rnmail which doesn't.  I doubt the details are typical, but
it should remind us that it's dangerous to make many assumptions about how
people send and receive mail.

The question we should be asking is whether it's necessary to
convert non-MIME messages or text/plain messages into multipart MIME
messages.

It's not just that.  What's it going to do with existing MIME messages?
If the message already has several parts, does it wrap all the parts as a
multipart/related, or just add a part at the end with the signature, or
what?  Whatever it does, I would not automatically assume that it'll be
transparent to existing MIME clients.
