Not really.

In terms of the conclusion, "dotless domains won't work over the open Internet", yes that's correct.

In terms of the technical explanation that is provided, they are wrong. They attribute it to SMTP. Whether they mean the specific protocol or the collection of email specifications, they are wrong.

If they meant to include "implementation issues", I think they are being overly broad in language, for a body of technical experts.

And SSAC really is a body of technical experts. So I expect technical rigor, for whatever level of granularity the choose to assert, shy of "anything that has anything to do with email on the Internet." So when they say SMTP, they ought to mean the specific protocol, or the collection of email protocol specifications.

They should not mean "whatever pragmatic operational cruft the real world happens to have chosen to add to the email protocols, /sometimes/." That last is what's actually going on.

And while that cruft is understandable and justifiable, it is still outside any documented standards.
