I personally find the latter idea abhorrent, but that just

We haven't had a perceived problem, no matter the criteria individuals 
might be using for their own acks sections.
If you want to elevate your concerns, feel free to suggest text and a 
venue for it and then garner support for it.
My own view is that we don't have a problem and that we have have far 
more significant issues to spend group energy on, especially given how 
difficult it is to get consensus on IETF structure and process changes...
