Are you saying that /etc/procmailrc doesn't exist? 
(note: /etc/procmailrc, not /etc/.procmailrc)
Are you saying there's no ".procmailrc" file in any user's home directory?

 But note that I have as many as 10 users there ruled
are all defined in that .procmailrc file and it is
working fine.

How do you set MAILDIR for all those users?

           configuration file and under which default

I have no idea either.  What version of procmail are you using?  
What is the output of "procmail -v" ?  
Are you using the procmail that just comes with RH6?  
If not, how did you get your procmail?
Are you running sendmail?  
If so, what is the output of "grep Mlocal /etc/sendmail.cf"?
