No, it is WITH the sender's (or rather the owner/controller of the
domain the sender uses) permission. That is done/given by publishing
SPF records for the domain. If the sender does not wish any
recipients to use SPF filtering then either do not publish an SPF DNS
record or publish one which does not restrict the origin of mail sent
from the domain.
