I am only suggesting the operator of a mail server needs to be certified or
qualified by some standards.

I have been an ISP since 1996 and I have seen many so called network
administrators working for small companies who professed to be qualified to
run a mailserver and could not even read the headers of the email let alone
do virus updates and spam control.

I have helped after many arguments with these administrators explaining how
to do etern and close an open relay. This after they blamed the whole issue
with their mail server out backup mail server.

I see a lot of this assumption starting to creep into these
conversations --
the idea that only corporations have a "right" to run email systems.  It
worries me.
