While I agree with most of what you said, I'd like to point out that we
shouldn't try to get the compliance logo license perfect at all costs,
because we almost certainly won't be able to anyway. Even if we get a
lawyer to work on a license, that lawyer is unlikely to be proficient with
regard to more than one or two jurisdictions, e.g. USA or EU law. Getting
it 100% right for "most" jurisdictions is incredibly difficult -- ask the
Creative Commons people. In this light, making the license long and
complex is also probably the best way to encourage licensees to search for
loopholes. If on the other hand we keep the license reasonably simple and
have it rely on common sense, we may even have better overall chances
should a dispute actually go to court in "some" jurisdiction (I don't like
to imagine it).
