Why shouldn't the owners of zombied machines pay for their negligence? The
owners of most, if not all, zombied machines are completely oblivious to the
current problem and are likely to remain in that state until the problem hits
their wallets. An email postage scheme might make some of them aware of the
problem, but only if postage is charged for every message. Any scheme which
allows a certain number of free messages per time period will be exploited by
spammers, who will simply tune their zombies to stop sending messages before
they pass the free threshold.
