Because if you annoy a significant number of your customers, it can
favor your competitors. There's an industry that uses that kind of
financial argument to make an example. That hasn't changed the
user's behavior.
Some ISPs use technical means instead of financial incentives to put
a stop to what is described as unacceptable usage. Consumers do not
like metered usage as they have been accustomed to free and
unlimited. It's easier to trickle the link that to fine the subscriber.
