For better or worse, there are certain meeting destinations that
are classified as boggles under many corporate travel policies.
A meeting in one of them tends to be one for which it is much
harder to get travel approval, especially in difficult times,
and it may be rejected entirely (often the default except for
sales and marketing types attending major "expositions".
For the US, Vegas almost always tops the list... or to fall
right after meetings on luxury cruise ships (for which there is
special, unfavorable, tax treatment).
Usually, that makes Vegas a bad idea. Reno is often better, but
sometimes tarred with the same brush.
That's probably generally true, but I've had less-to-no trouble getting Las
Vegas approval the few times I've needed to recently because the cost is so low
these days. It's reeling from a depressed economy, so cheap but good rooms are
readily available as are conference facilities and air fares, and prices of
things like food are down a bit to match.
I'm sure though that this audience would just complain about the heat and noise
anyway.
