A major problem for reverse DNS is the fact, that you can't *just*
create the records and expect them to work. ARIN designates who has DNS
authority for reverse DNS, and that has to be further, delegated back to
the end user customer. Forward DNS of course is under control of the
domain name owner.

No...just that a PTR record exists.
We also require a valid domain for the FROM and Sender address. We
require valid email addresses in the FROM and return-path We require a
non-null sender address unless it is a mailer-daemon/bounce We require
HELO strings
and many other things.
Lots of other antispam filtering packages require these as well. So this
is not anything new.

Not really wanting to start a flame here but what about people that
use DNS hosting such as provided by Tucows, easyDNS and the like?
These DNS providers don't support PTR records in an easy way and hence
a lot of the smaller businesses may be unfairly targeted by policies
such as this (though it would appear that AOL is fairly responsible
about it).
Is AOL requiring that your PTR record match the A record, or just
requring that you have *some* kind of PTR record? The former may be
expecting a bit much, but IMHO the latter isn't. Even dynamic IPs
usually have some kind of reverse DNS record associated with them.
