Yes, if all current Coucil members volunteer for that extension.

Yes, if some current Council members have had enough. With
minimal overhead, a call for volunteers / nominations can be
done here (on the list), votes from subscribed list addresses
can be sent by mail and counted manually, a more elaborated
procedure (Web form or similar) is okay, but not required.
