I've pondered this part a little bit.
I *really* don't think that the SPF council should be deciding who can
vote or the rules for the election. That is something we, as the SPF
community, should decide and come to a consensus on. The SPF council
should ratify that consensus.
In previous case of elections (domain name) it was decided on by the
council and I'm fine with it deciding what to do. If something is not
right, I'll let you know as are others. Some of the rules depend on
the type of voting system and it was clear from early posts on the
council discussions that it was something you wanted to decide on.
