1.  Campaigning/discussion time between the end of nominations
    and the beginning of elections, and

2.  Making the vote period long enough, at least covering a full
    weekend.  (This is implied in your suggested timeline only
    if there is no discussion period.)

Good points Mark, especially about the discussion period.
Move the nomination deadline up to the 2nd then? With the 2nd-9th
as a week for discussion prior to the vote run?

My opinion on Frank's objection to assuming annual scheduling: the
council or some similar group will need to exist as long as we need a
contact for the website that isn't a specific individual. This can
obviously be adjusted over time.

Normally I'd be worried about having a deadline the day after hangover
day, but with a month and a half's warning I think it will work.
