Europe, here, is cultural region. From that point of view, US is a small
area within Europe. So, I don't think we disagree so much.

I really hope this Western barbarians are cultivated a little to be
able to notice that forcing, or merely suggesting, to use UNICODE is
the cultural insult to us.
