I think this proposal is fine so I'm going to give wayne's modified version
a YES.
If I were to suggest changes they would be minor. See below. I would
agree with or without these changes -- wayne's version and mine are very
close I think. My changes are just to clarify that jpinkerton is running
the election and his judgement is to be trusted.

reminder sent 24 hour before election closes
6. Initial council has no defined term but must come up with new election
procedures and define its function and term (it SHOULD then call for
new elections once this has all been approved or it MAY specifically
make the poll and ask people to confirm that existing council can
serve reminder of the term)
(I am OK with this as long as there is no time limit to comply :)
7. Anybody can choose to resign from the council in that case the person
with next highiest number of votes of those not elected takes his
place.
